ECHA-SCIP database reporting obligation

ECHA's Substances of Concern In Products (SCIP) database is part of the EU's Circular Economy Action Plan. The amended Waste Framework Directive, which entered into force in 2018, mandated ECHA to establish a database containing information on articles containing substances on the Candidate List of Substances of Very High Concern (SVHC).

The database has three main objectives:

1. Reduce the generation of waste containing hazardous substances by supporting the substitution of substances of concern in articles placed on the EU market.
2. Providing information that can be used to further improve waste management.  
3. Enable authorities to monitor the use of substances of concern in articles throughout their life cycle, including the waste phase, and to take appropriate action.

The information for the database is submitted to ECHA by companies that manufacture, import or supply articles containing 
substances on the candidate list. These are articles manufactured in the EU or imported into the EU from third countries.

Since GREBLON^® and senotherm^® products processed according to regulations do not contain SVHC in quantities above the relevant 0.1% limit, their use does not result in an obligation to register in the database. However, if you place products on the market that contain SVHC in relevant amounts from other sources, the registration of these products is mandatory since 05.01.2021.
 
In this case, it is particularly important to note that the 0.1% limit does not refer to the entire product, but to the relevant sub-article (e.g. BPA in a fitting).
